POINT PLEASANT — Plans continue to move forward for the Town of Leon’s sewer project.

During Monday’s council meeting, Fred Hypes of Dunn Engineering, Inc. updated council on the status of the sewer project. According to Mayor Bruce Riffle, bids for the project were opened on Sept. 3.

Fields Excavating was the lowest bidder, but they have not yet been contracted to do the project.

“At this point we are looking at accepting their bid, but the contract will not be rewarded until we have final documents from the DEP... We expect to have that closed by mid October,” Riffle said.

He added that the project’s construction will hopefully begin by Nov. 1. The project also is expected to be complete by the end of summer 2010.

“We’re moving along and are very happy with the progress that we are seeing. It’s exciting for us to finally get the (sewer project) to this point,” Riffle said.

In addition, council approved the final reading of the sewer bond ordinance.

The sewer project is being funded through a small cities block grant, the West Virginia IJDC Grant and the West Virginia State Revolving Fund Grant, with the total cost estimated at $3.7 million. When complete the system will serve more than 150 customers in Leon.

Wastewater treatment in the town is currently being conducted through mechanisms, such as septic systems. Along with providing many residents with a sewer system, the wastewater collection and treatment system is expected to make the area more environmentally friendly. Once construction is finished, the sewer rate will be $33 for 3,000 gallons used. This will not take effect until the entire project is both complete and approved.

In other business:

• Recorder Renee Riffle reported that plans are coming together for the town’s annual Halloween at the Hall event. The date has not yet been set, but will be announced at a later time.

The next meeting will be 7 p.m. Monday, Oct. 12.
