POINT PLEASANT — At its most recent meeting, Point Pleasant City Council was updated on the progress of the North Point Pleasant Drainage Project (NPPDP).
At each meeting, council approves the latest “draw down” of funds to pay for the project as it progresses and this meeting was no exception. Kathy Elliot of Region II Development Authority requested a total payment of $622,412. Elliot told council this latest amount broke down into $574,757 for contractor Mike Enyart and Sons, $2,500 for Region II Development Authority, $33,743 for project engineering firm Burgess and Niple and $11,412 to Shaw and Shaw law firm for legal fees associated with condemnation proceedings.
Mike Davis with Burgess and Niple, also told council the project’s first change order had occurred in the amount of $74,105.40. The change order includes a few unforeseen additions to the project, including work on the waterline at Camden Ave. and Kanawha St., waterline replacement at 22nd St., no valves on waterlines at Lincoln Ave. and 26th St. and the installation of a saddle tee at Kanawha St.
Davis said there was $118,000 in the contingency fund for these unforeseen expenses and with the deduction of $74k, that leaves around $44,000 in the fund.
Attorney Michael Shaw, Jr., who is handling the condemnation proceedings for the city in regards to property owners who did not sign over right-0f-ways needed for the NPPDP, also updated council on those cases. Shaw said 10 cases were filed and he believed it was possible to resolve four of these out of court by paying the landowners $1 for use of the property and in exchange the city would assume any and all liability associated with the NPPDP on that property. Council approved Shaw offering this settlement.
In other news related to the NPPDP project, the city approved payment of $9,644 from the CSO fund to pay Mountaineer Gas to relocate a main gas line at 21st. St.
